Jeffrey David Toony

JD is a public safety GIS leader, designer, and enterprise developer with more than 29 years of professional experience spanning web development, GIS, GIS automation, and public safety technologies. He currently manages enterprise geospatial systems and coordinates GIS services for the Memphis Police Department across law enforcement operations, crime analysis, real-time crime center activities, and emergency communications, with a focus on automation, spatial analysis, enterprise GIS architecture, and the integration of AI and GeoAI into public safety workflows.

In 2023, he earned dual master’s degrees from Penn State in Homeland Security: Public Health Preparedness and Geospatial Intelligence, where his capstone research explored the gamification of emergency management training and the use of virtual reality to improve engagement, skill development, and long-term retention.

Throughout his career, JD has contributed to major projects including the stadiums of the Dallas Cowboys, Indianapolis Colts, and Minnesota Vikings, as well as enterprise web platforms such as SPE.org, Imagine Communications, and Wasp Barcode Technologies, earning multiple peer awards for technical excellence and innovation. In charge of all Police GIS Enterprise Environments.
  • Coordinates the police ArcGIS Enterprise Environment, implementing GIS projects or services involving all Geographic Information System (GIS) systems and software dealing with mapping policing and crime activity events. Installs, reviews, and maintains desktop software and spatial database connections related to GIS in conjunction with the Police Information Systems (IS) division.
  • Maintains and develops the police GIS components in a law enforcement environment, by creating, maintaining, updating, and verifying all police geospatial data in the MPD enterprise geodatabases using thematic mapping techniques, geography, graphics, aerial and satellite data to correspond with the Police Records Management System (R.M.S.) and crime data while following governmental Criminal Justice Information Services (CJIS) standards, regulations, and security.
  • Receives and responds to requests for all police GIS technical support as needed.
  • Within the MPD enterprise geodatabases, he produces, develops, and maintains libraries of secure and accurate maps and collections of charts, models, and reports for the Crime Analysis Unit, investigative records, and Command presentations.
  • Analyzes, captures, edits, and converts police surveilance and investigative data into GIS formats to ensure metadata is compliant with all CJIS regulations and standards and can be accessed by necessary police personnel.
  • Creates live informational dashboards for all precincts and 911 dispatch, pulling current data from Police Record Management Systems (RMS) and Computer Aided Dispatch (CAD) sytems.
  • Coordinates the collaboration of GIS data with all city GIS departments including Fire Department, Office of Emergency Management, CityIT, Records, Traffic Engineering, City Engineering, and Infrastructure. As well as setting up a GIS taskforce between all Shelby County Tennessee government GIS entities.
