JD is a public safety GIS leader, designer, and enterprise developer with more than 29 years of professional experience spanning web development, GIS, GIS automation, and public safety technologies. He currently manages enterprise geospatial systems and coordinates GIS services for the Memphis Police Department across law enforcement operations, crime analysis, real-time crime center activities, and emergency communications, with a focus on automation, spatial analysis, enterprise GIS architecture, and the integration of AI and GeoAI into public safety workflows.
In 2023, he earned dual master’s degrees from Penn State in Homeland Security: Public Health Preparedness and Geospatial Intelligence, where his capstone research explored the gamification of emergency management training and the use of virtual reality to improve engagement, skill development, and long-term retention.
Throughout his career, JD has contributed to major projects including the stadiums of the Dallas Cowboys, Indianapolis Colts, and Minnesota Vikings, as well as enterprise web platforms such as SPE.org, Imagine Communications, and Wasp Barcode Technologies, earning multiple peer awards for technical excellence and innovation. Known for his calm, collaborative, and solutions-oriented approach, JD combines creative design thinking with deep technical expertise and a lifelong passion for learning, innovation, and leveraging technology to make meaningful impacts in public safety and beyond.
